  5. The document is nothing more than a layout of what they are going to spend money on for the next three years. I like how they state that if after three years nothing has been resolved they can come back and get permission to get more money and time.

    Seeing as Syria and Hizbollah are not going to participate I don't see how they will accomplish anything. Also, I read that Nasrallah is harping about a violation of sovereignty. Isn't that exactly what he has done?

    Assad claims the same. If he doesn't like it then he needs to withdraw from the UN. No great loss there.

    it is literally like a contract..

    i expected a much more operationally drafted instrument and instead i read a mere
    contract..
